Book Review: The Counterinsurgency Dilemma: Foreign Fighter Influence on Insurgencies in Afghanistan and Somalia

This review examines Tricia L. Bacon's The Counterinsurgency Dilemma: Foreign Fighter Influence on Insurgencies in Afghanistan and Somalia (2026), which catalogues the varying roles foreign fighters have played within local insurgent movements in these two conflicts. The book argues that foreign fighter influence is best explained by two characteristics of local insurgents themselves: their "degree of embeddedness" within their community and their ideological "orientation" toward the movement. Drawing on extensive fieldwork and detailed reporting, the author traces how these variables shifted over time, in the Taliban's post-9/11 resurgence and eventual victory, and in al-Shabab's evolution in Somalia, to explain why some insurgent groups proved more receptive and vulnerable to foreign fighter influence than others
