The UN Office of Counter-Terrorism (UNOCT has five main functions: (1) Provide leadership on the General Assembly counter-terrorism mandates entrusted to the Secretary General from across the United Nations system, (2) Enhance coordination and coherence across the Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the UN Global Counter-Terrorism Strategy, (3) Strengthen the delivery of the United Nations counter-terrorism capacity-building assistance to Member States, (4) Improve visibility, advocacy and resource mobilisation

Countering the scourge of terrorism has been on the agenda of the United Nations for decades. In the aftermath of the 11 September attacks against the United States in 2001, the Security Council unanimously adopted resolution 1373 (2001), which, for the first time, established a dedicated Counter-Terrorism Committee (CTC) of the Council. 

The Southeast Asia Regional Centre for Counter-Terrorism (SEARCCT) serves as a regional counter-terrorism centre focusing primarily on training, capacity-building, research, digital counter-messaging and public awareness programmes. In collaboration with other governments and international organisations, the Centre also promotes Malaysia’s perspective on the most effective means of countering the threat posed by terrorism.

The Shanghai Cooperation Organisation focuses on cooperation with international and regional organisations. The SCO as a Eurasian political, economic, international security and defense organisation, fosters multilateral agreements and cooperation in the field of counter-terrorism. The SCO is indeed primarily centred on security-related concerns, describing the main threats it confronts as being terrorism, separatism and extremism. 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities

The Global Counter-Terrorism Forum is an international forum of 29 countries and the European Union with an overarching mission of reducing the vulnerability of people worldwide to terrorism by preventing, combating, and prosecuting terrorist acts and countering incitement and recruitment to terrorism. The forum brings together experts and practitioners from countries and regions around the world to share experiences and expertise and develop tools and strategies on how to counter the evolving terrorist threat.

The Global Coalition Against Daesh was formed in September 2014 and is unique in its membership, scope and commitment. Together, the Global Coalition is committed to degrading and ultimately defeating Daesh.

The Financial Action Task Force (FATF) leads global action to tackle money laundering and terrorist and proliferation financing. The FATF researches how money is laundered, and terrorism is funded, promotes global standards to mitigate the risks, and assesses whether countries are taking effective action.
