Southeast Asia Regional Centre for Counter-Terrorism (SEARCCT)
The Southeast Asia Regional Centre for Counter-Terrorism (SEARCCT) serves as a regional counter-terrorism centre focusing primarily on training, capacity-building, research, digital counter-messaging and public awareness programmes. In collaboration with other governments and international organisations, the Centre also promotes Malaysia’s perspective on the most effective means of countering the threat posed by terrorism.

United Nations Counter-Terrorism Committee (UNCTC)
Countering the scourge of terrorism has been on the agenda of the United Nations for decades. In the aftermath of the 11 September attacks against the United States in 2001, the Security Council unanimously adopted resolution 1373 (2001), which, for the first time, established a dedicated Counter-Terrorism Committee (CTC) of the Council.

The UN Office of Counter-Terrorism (UNOCT has five main functions: (1) Provide leadership on the General Assembly counter-terrorism mandates entrusted to the Secretary General from across the United Nations system, (2) Enhance coordination and coherence across the Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the UN Global Counter-Terrorism Strategy, (3) Strengthen the delivery of the United Nations counter-terrorism capacity-building assistance to Member States, (4) Improve visibility, advocacy and resource mobilisation

The OSCE has a comprehensive approach to security that encompasses politico-military, economic environmental, and human aspects. The Database of Legislation on Definition of Terrorism records countries’ legislation defining terrorism. Consequential penalties for committing or supporting acts of terrorism are also recorded.

ICCT Interlinkages Database
The Rule of Law Responses to Terrorism Programme at the International Centre for Counter-Terrorism (ICCT) has compiled a database of domestic cases in which terrorists have been tried for core international crimes. ICCT has collected domestic cases in which terrorists have been cumulatively tried for international crimes and terrorism. This means that the database does not include cases in which alleged terrorists were only prosecuted for core international crimes.

Database on Interlinkages between Terrorism and International Crimes
ICCT has developed the Database on Interlinkages between Terrorism and International Crimes as a collection of cases in which terrorists have been tried for core international crimes, covering all countries where trials for terrorism and war crimes have occurred. The information gathered is being analysed to identify challenges, areas for development, and good practice in prosecuting individuals both for terrorism and for any other crimes they may have committed, including crimes against girls and women.
